The first row is the primary. With the active profile's decider_prompt unset, every enabled agent fires as a shadow and the primary's action drives the executor. With decider_prompt set and ≥2 agents enabled, rows 2..N fire as the shadow panel and the primary runs once as the decider, synthesizing their anonymized proposals into the final action. Use the arrows to reorder; the worker re-reads this list every tick.
